Does one size fit all? The impact of cognitive skills on economic growth

Les Documents de Travail de l'IREDU, n°2016-1; This paper tests for heterogeneous effects of cognitive skills on economic growth across countries. Using a new extended dataset on cognitive skills and controlling for potential endogeneity, we find that the magnitude of the effect is about 60 per cent higher for low-income countries compared to high-income countries, and it more than doubles when low TFP countries are compared to high TFP countries. There are also marked differences across geographic regions. Data Backup Dilemma

When the Great East Japan Earthquake struck in 2011, several municipalities lost their residential data including backup. Since none of them had ever considered the total loss of data, data backup policy had been paid little attention. In many cases, the backup tapes were simply stored inside the server room, just beside the server rack. Following the calamity, the Japanese national government tried to introduce a data backup system to municipalities using the cloud. The purpose was to secure the safekeeping of backup data. Economic globalisation, the perceived room to manoeuvre of national governments, and electoral participation: Evidence from the 2001 British General …

Recent macro-level research argues that economic globalisation negatively affects electoral turnout by constraining the leeway of national governments and thereby rendering elections less meaningful to voters. This article analyses the link between perceptions of the national government's room to manoeuvre and turnout on the individual level. Drawing on the 2001 British General Election, it is shown that citizens who believe that economic globalisation leaves the national government with less influence on the economy are less likely to report to have voted. Thailand has been one of the most successful developing countries. This progress came to a sudden halt in 1997 when the Asian financial crisis hit this country. Thailand responded by creating a favourable environment for business incubation as a high priority at the national government level. The purpose of this paper is to provide an overview of the steps taken by the Thai government to encourage e-commerce entrepreneurship as a key component of its successful reaction to the economic crisis of 1997 and e-service as a source for its future national competitiveness.

Video surveillance and security policy in France: From regulation to widespread acceptance

This article presents a historical account of the introduction and use of video surveillance cameras in France. Specific reference is made of the introduction of regulatory and legislative arrangements and to political debates surrounding the provision of video surveillance cameras. A feature of the French context has been a desire by national government to install cameras more widely in public places and a resistance to do so by local regions (departments). This highlights a traditional tension between central and local government in France and the significance of political rhetoric to the ongoing installation and operation of video surveillance cameras.
